Preheat the oven to 375°F.
Stir together cinnamon and sugar, set aside.
Prepare dough by combining pancake mix with water, beat for 3 to 4 minutes.
Turn dough onto a floured surface and roll to 1/4-inch thick rectangle.
Brush butter over top of dough and sprinkle with cinnamon-sugar mixture.
From the long side, tightly roll dough into a log. Pinch seam together to seal.
Cut into 18 slices. Place rolls in a greased baking pan. Bake for 15 to 20 minutes.
To prepare glaze, mix together powdered sugar, vanilla, milk and salt until smooth. Drizzle over warm rolls.
